Brazilian citizens and permanent residents with valid "Registro Nacional de Estrangeiro"–RNE ID (permanent resident ID) should see procuração.
Non-Brazilian citizens must have the power-of-attorney (written in English or in Portuguese) sworn and duly authenticated by a Notary Public and by the Ministry of External Affairs; only then should the power-of-attorney be brought to the Embassy for legalization.
If not written in Portuguese, the power-of-attorney will require, in order to be legally enforced in Brazil, to be translated in Brazil by a Public Sworn Translator ("tradutor público juramentado") and subsequently registered at the "Cartório de Registro de Títulos e Documentos" of the same Brazilian city where the transactions specified in the document will take place.
The Embassy may request additional information or documentation, as deemed necessary.
